Co-founder of the All-American Association of Contest Judges and chairman of the contest committee of the Veterans of Foreign Wars, Tony Schlechta had been the bandmaster of the Chicago Fire and Police Band and was a powerful influence for the maintenance of the traditional dignity of drum and bugle corps performances into the beginning of the 1970s.

1969 Rules Congress Walkout

The 1969 VFW rules meeting ended in a walkout by some corps as a protest against Tony Schlechta, then head of the organization. Some participants in this walkout went on to form the Midwest Combine and United Organization of Junior Corps circuits. This movement ultimately led to the formation of Drum Corps International.[citation needed]
