Wilbur Comstock

One of the founding fathers of the Central States Judges Association and a member of it's Hall of Fame. Wilbur Comstock was CSJA's first Timing and Penalties Judge. He was also one of the people who started the Phantom Regiment in Rockford, Illinois.
